China's Military Diplomacy

Chinese military diplomacy serves both strategic and operational goals. The main strategic goals are supporting Chinese foreign policy and shaping the strategic environment; operational goals include supporting People’s Liberation Army (PLA) modernization and collecting intelligence on foreign militaries. Military diplomacy is a tool for building foreign relations and an indicator of the quality of China’s bilateral relationships. When relations are strained, military-diplomatic engagements decrease or stop; when relations are good, engagements tend to increase.

The Inevitable U.S. Return and the Future of Great Power Competition in South Asia

More than a year after America’s painful Afghanistan withdrawal, the future of U.S. and Western security interests in South Asia no longer relates mainly to the terrorism threat from Salafi jihadism, which has receded and reoriented there to be most menacing toward Pakistan and China. Instead, American security interests now require the proper posture for long-term Great Power competition (GPC) with China. Such a posture in South Asia requires patient, persistent growth in the slowly maturing, overt strategic security partnership with India and a quiet regeneration of a transactional one with Pakistan.

Dangerous Alliances: Russia’s Strategic Inroads in Latin America

Russia’s growing strategic presence in the U.S. near abroad empowers anti-U.S. populist authoritarian regimes while gaining potentially important access points for Russia in the Western Hemisphere. Understanding and developing a comprehensive response to this asymmetric threat should be a hemispheric priority as the United States faces numerous strategic challenges with waning influence in the region. The response should include ongoing proactive engagement in the media and on social platforms to create a fact-based counternarrative to Russian propaganda as well as coordination with regional allies to expose and counter Russian activities and the threats they pose.

System Overload: Can China’s Military Be Distracted in a War over Taiwan?

In his 2019 New Year’s Day address, Chinese Communist Party (CCP) General Secretary Xi Jinping issued a stern warning to Taiwan: “We make no promise to abandon the use of force, and retain the option of taking all necessary measures.” At the same time, he warned that force could also be used to forestall “intervention by external forces,” referring to the United States. While designed to intimidate recalcitrant Taiwan and U.S. leaders—and appeal to domestic nationalists—rather than to signal an imminent confrontation, Xi’s comments underscored the very real military threats that China’s People’s Liberation Army (PLA) poses to Taiwan. As the U.S. Defense Intelligence Agency notes, Taiwan has been the “primary driver” of PLA modernization for decades, spurring the development of short- and long-range ballistic missiles, amphibious and airborne units, and other capabilities targeted at Taiwan and intervening U.S. forces. Those threats have become more worrisome as the PLA conducts large-scale exercises and provocative bomber flights around the island. The PLA’s improved warfighting capabilities have contributed to China’s near-term cross–Taiwan Strait objective—deterring Taiwan independence. Understanding the costs that a war would impose on the island, few but the most die-hard Taiwan independence activists have supported overt moves toward de jure independence.

For the past 8 years, two U.S. administrations, the United Nations (UN), and numerous foreign governments have sought to end the catastrophic war in Syria and reach a negotiated political settlement to the conflict. Their efforts have repeatedly been complicated, even thwarted, by the highly contested and violent politics underlying the conflict, the sheer number of conflict actors inside and outside of Syria, and those actors’ diverse and often irreconcilable objectives.

Finding Ender: Exploring the Intersections of Creativity, Innovation, and Talent Management in the U.S. Armed Forces

Current national-level strategic documents exhort the need for creativity and innovation as a precondition of America’s continued competitive edge in the international arena. But what does that really mean in terms of personnel, processes, and culture? This paper argues that an overlooked aspect of talent management, that of cognitive diversity, must be considered when retooling military talent management systems. Going one step further, talent management models must incorporate diversity of both skill set and mindset into their calculus. Specifically, the Department of Defense (DOD) needs to recruit, retain, and utilize Servicemembers and civilians with higher than average levels of creativity and a propensity for innovative thinking. It needs “enders.”

Russian Challenges from Now into the Next Generation: A Geostrategic Primer

U.S. and Western relations with Russia remain challenged as Russia increasingly reasserts itself on the global stage. Russia remains driven by a worldview based on existential threats—real, perceived, and contrived. As a vast, 11-time zone Eurasian nation with major demographic and economic challenges, Russia faces multiple security dilemmas internally and along its vulnerable and expansive borders. Exhibiting a reactive xenophobia stemming from a long history of destructive war and invasion along most of its borders, the collapse of the Soviet Union, the enlargement of the North Atlantic Treaty Organization, and perceived Western slights, Russia increasingly threatens others and lashes outward. However, time is not on Russia’s side, as it has entered into a debilitating status quo that includes unnecessary confrontation with the West, multiple unresolved military commitments, a sanctions-strained and only partially diversified economy, looming domestic tensions, and a rising China directly along its periphery. Washington still has an opportunity to carefully improve U.S.-Russia relations and regain a more stable relationship in the near term, but only if activities and initiatives are based on a firm and frank appreciation of each other’s core interests, including those of their allies and partners.

El Salvador's Recognition of the People's Republic of China: A Regional Context

In January 2016, the People’s Republic of China (PRC) abandoned an 8-year truce in its war with the Republic of China (ROC) over diplomatic recognition around the world and subsequently moved to aggressively woo traditional Taipei allies. This paper centers on the PRC’s recent successful push into Latin America, and particularly in Central America—historically a primary area of influence for the United States. Through a concerted effort—and often in exchange for promises of mega investments and financial aid—the PRC increasingly receives a warm welcome across the Latin American continent. This paper analyzes recent decisions by several countries in the Western Hemisphere in recognizing PRC and offers an in-depth assessment of El Salvador’s recent decision to break historic ties to Taiwan and embrace Beijing—a move that presents a significant strategic challenge to U.S. regional interests.

Between Russia and Iran: Room to Pursue American Interests in Syria

President Donald Trump has underscored containing Iran’s sway as a key element in establishing a “strong and lasting footprint” in Syria as the United States moves toward bringing its Soldiers home. In pursuing this key American objective, this paper recommends that Washington take advantage of the “daylight” between Russia and Iran, and that it be American policy at all levels to work to expand it. This long-existing “daylight” was underscored in 2018 by calls in Moscow for Iran to withdraw its forces from some or all of Syria, and by Putin’s positive regard at the summit in Helsinki with President Trump for Israel’s security requirements.

United Nations Peacekeeping Operations: Environmental Sustainability

United Nations Peacekeeping Operations (UNPKO) are deployed to create, maintain, and secure peace in countries and regions struggling with violence and war. The environmental sustainability of UNPKO mission sites is not essential to the purpose of each deployment, but good sustainability practices can benefit the mission, host nation, troop-contributing countries, and the global environment. As a major contributor to UNPKO efforts, the United States has a direct interest in improving the sustainability and cost-effectiveness of each mission. This paper identifies gaps in sustainability practices at local and organizational levels and recommends an increased focus on sustainability practices that can benefit the mission, host nation, troopcontributing countries, and the environment.

China's Strategic Support Force: A Force for a New Era

In late 2015, the People’s Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the “strategic frontiers” of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Thanks in large part to Russia’s military intervention, Syrian president Bashar al-Asad’s fortunes have made a remarkable recovery since May/June 2015. Russia, together with the Lebanese Hizballah, Iran, and Iranian-organized Shia militias from Iraq, Afghanistan, Pakistan, and elsewhere, has succeeded in averting Asad’s military defeat. What Russian president Vladimir Putin has accomplished in Syria is important for American national security interests and policy in the region because it frames some of the hard choices Washington must now make.

Chinese Military Reforms in the Age of Xi Jinping: Drivers, Challenges, and Implications

Chinese military modernization has made impressive strides in the past decade. The People’s Liberation Army (PLA) has achieved progress in key technological areas, ranging from precision-guided missiles to advanced surface ships and combat aircraft; PLA personnel are more highly trained and skilled, capable of carrying out increasingly complex operations near to and farther away from China’s shores; and Chinese military doctrine and strategy have been updated to emphasize modern, joint maneuver warfare on a high-tech battlefield. This progress has been supported by significant increases in Chinese defense spending every year since 1990. Taken together, these changes better enable the PLA to fight what the U.S. Department of Defense (DOD) describes as “short-duration, high-intensity regional conflicts.”

India-Japan Strategic Cooperation and Implications for U.S. Strategy in the Indo-Asia-Pacific Region

The emerging strategic relationship between India and Japan is significant for the future security and stability of the Indo-Asia-Pacific region. It is also a critical emergent relationship for U.S. security objectives across the Asia-Pacific. India possesses the most latent economic and military potential of any state in the wider Asia-Pacific region. Therefore, India is the state with the greatest potential outside of the United States itself to contribute to the objectives of the “Rebalance to the Pacific” announced by Washington in 2011. This “rebalance” was aimed at fostering a stable, prosperous, and rules-based region where peace, prosperity, and wide respect for human rights are observed and extended. Implicit in the rebalance was a hedge against a China acting to challenge the existing post–World War II rules-based international and regional order.

It is also the element most likely to be taken for granted or assumed away despite ample historical evidence of the human and operational costs imposed by such an error. The Return of Foreign Fighters to Central Asia: Implications for U.S. Counterterrorism Policy

Central Asia is the third largest point of origin for Salafi jihadist foreign fighters in the conflagration in Syria and Iraq, with more than 4,000 total fighters joining the conflict since 2012 and 2,500 reportedly arriving in the 2014–2015 timeframe alone. As the Islamic State of Iraq and the Levant (ISIL) continues to lose territory under duress from U.S.-led anti-ISIL coalition activities, some predict that many may return home bent on jihad and generating terror and instability across Central Asia.

India’s Naxalite Insurgency: History, Trajectory, and Implications for U.S.-India Security Cooperation on Domestic Counterinsurgency

The pace of U.S.-India defense cooperation over the past decade—and especially the past 2 years—has been unprecedented and impressive in many areas. These areas include defense technology cooperation, the discussion of a framework for military-to-military agreements, and the expansion of joint military exercises. U.S.-India defense cooperation, however, will remain limited in critical areas where India’s historical independent interests remain firm. Among these areas of Indian reserve include strategic autonomy, the imperatives of domestic federalism, and the preference for a go-slow approach toward redressing civil unrest. Attempts by U.S. policymakers to press harder in these areas will likely prove counterproductive.

Frontier Security: The Case of Brazil

Over the past three decades Brazil has greatly improved its ability to monitor and control its long border. Achieving better management of the complex frontier security problem required a great deal of patience, trial and error, organizational adaptation, and good leadership. The Brazilian experience yields a number of important lessons for Brazil and for its neighbors in the Western Hemisphere. Improving performance required subordination of military priorities to civilian authorities; the repositioning of forces; better military-police cooperation; interagency and international cooperation; investment in technologies to give Brazil an advantage in the contest for best situational awareness; a long-term commitment; and guiding strategy documents supported by both civil and military authorities. Of overarching significance is the way the Brazilian military was able to reestablish the confidence of civilian leaders in the aftermath of decades of military rule. The result was a Brazilian military that is more professional, more respected, and better resourced than before. For the United States, the evolution of Brazilian frontier security is not only a developing good news story for hemispheric relations, but also a learning opportunity, since similar security problems have not always been so well managed in the United States.

The Soviet Biological Weapons Program and Its Legacy in Today’s Russia

In its first Weapons of Mass Destruction (WMD) Case Study, the Center for the Study of Weapons of Mass Destruction (CSWMD) at the National Defense University examined President Richard M. Nixon’s decision, on November 25, 1969, to terminate the U.S. offensive biological weapons program. This occasional paper seeks to explain why the Soviet government, at approximately the same time, decided to do essentially the opposite, namely, to establish a large biological warfare (BW) program that would be driven by newly discovered and powerful biotechnologies. By introducing the innovation of recombinant DNA technology—commonly referred to as genetic engineering—the Soviets were attempting to create bacterial and viral strains that were more useful for military purposes than were strains found in nature.

China Moves Out: Stepping Stones Toward a New Maritime Strategy

Over the last decade, the People’s Liberation Army Navy (PLAN) has increased the frequency, duration, complexity, and distance from the mainland of its operations. Not only does China maintain a permanent counterpiracy escort flotilla in the Indian Ocean, it also now routinely conducts naval exercises and operations beyond the first island chain throughout the year. This normalization of PLAN operations in the Western Pacific and beyond is an important step toward an emerging new maritime strategy that will incorporate far seas defense.

Red China’s “Capitalist Bomb”: Inside the Chinese Neutron Bomb Program

This paper examines why China developed an enhanced radiation weapon (ERW) but did not deploy it. ERWs, better known as “neutron bombs,” are specialized nuclear weapons with reduced blast effects and enhanced radiation, making them ideal tactical and antipersonnel weapons. Declassified U.S. intelligence and Chinese press reports indicate the People’s Republic of China (PRC) was interested in an ERW in 1977 and successfully tested a device on September 29, 1988. To date, however, these sources provide no evidence of deployment. This study exploits primary source documents to reconstruct the ERW program’s history, assesses drivers behind decisions throughout the program, and considers broader implications for PRC decisionmaking on weapons development. This case study suggests a model of a “technology reserve” in which China develops a weapons technology to match the capabilities of another state but defers deployment. This paper presents an analytic framework for examining how the technology reserve model might apply to China’s decisionmaking on ballistic missile defense (BMD), antisatellite (ASAT), and hypersonic glide vehicle (HGV) systems.

The Indian Jihadist Movement: Evolution and Dynamics

The Indian jihadist movement remains motivated primarily by domestic grievances rather than India-Pakistan dynamics. However, it is far more lethal than it otherwise would have been without external support from the Pakistani state, Pakistani and Bangladeshi jihadist groups, and the ability to leverage Bangladesh, Nepal, and certain Persian Gulf countries for sanctuary and as staging grounds for attacks in India. External support for the Indian mujahideen (IM) from the Pakistani Inter-Services Intelligence and Pakistan-based militant groups such as Lashkar-e-Taiba (LeT) persists, but the question of command and control is more difficult to discern. The IM is best viewed as an LeT associate rather than an LeT affiliate.

The U.S. “Rebalance” and Europe: Convergent Strategies Open Doors to Improved Cooperation

European concerns regarding U.S. disengagement have dissipated but not entirely disappeared over the past 2 years. Still, U.S. readiness to lead politically and militarily in Europe— for example, in response to the ongoing crisis involving Russia and Ukraine—and adjoining regions remains under close scrutiny. Furthermore, while many Europeans agree in principle that renewed American focus on Asia-Pacific issues should encourage Europeans to assume a greater share of security-related responsibilities in their neighborhood, there is little evidence to date of a sea change in European attitudes toward defense spending and overseas military deployments.

The Future of Weapons of Mass Destruction: Their Nature and Role in 2030

The longstanding efforts of the international community writ large to exclude weapons of mass destruction (WMD) from international competition and conflict could be undermined in 2030. The proliferation of these weapons is likely to be harder to prevent and thus potentially more prevalent. Nuclear weapons are likely to play a more significant role in the international security environment, and current constraints on the proliferation and use of chemical and biological weapons could diminish. There will be greater scope for WMD terrorism, though it is not possible to predict the frequency or severity of any future employment of WMD. New forms of WMD—beyond chemical, biological, radiological, and nuclear weapons—are unlikely to emerge by 2030, but cyber weapons will probably be capable of inflicting such widespread disruption that the United States may become as reliant on the threat to impose unacceptable costs to deter large-scale cyber attack as it currently is to deter the use of WMD. The definition of weapons of mass destruction will remain uncertain and controversial in 2030, and its value as an analytic category will be increasingly open to question.

Crisis Stability and Nuclear Exchange Risks on the Subcontinent: Major Trends and the Iran Factor

Crisis stability—the probability that political tensions and low-level conflict will not erupt into a major war between India and Pakistan—is less certain in 2013 than at any time since their sequential nuclear weapons tests of 1998. India’s vast and growing spending on large conventional military forces, at least in part as a means to dissuade Pakistan’s tolerance of (or support for) insurgent and terrorist activity against India, coupled with Pakistan’s post- 2006 accelerated pursuit of tactical nuclear weapons as a means to offset this Indian initiative, have greatly increased the risk of a future Indo-Pakistani military clash or terrorist incident escalating to nuclear exchange. America’s limited abilities to prevent the escalation of an Indo-Pakistani crisis toward major war are best served by continuing a significant military and political presence in Afghanistan and diplomatic and military-to-military dialogue with Pakistan well beyond 2014.

Notwithstanding shared cultural and historic ties, throughout the past century and going back to the Sino-Japanese war at the end of the 19th century, a bitter legacy of history—the Boxer Rebellion; the Mukden Incident and Japan’s occupation of South Manchuria (1931); the Marco Polo Bridge Incident, Japan’s subsequent invasion of China, and the Nanjing Massacre (1937); and the Sino-Japanese War (1937– 1945)—has left an indelible mark on this relationship.

Managing Sino-U.S. Air and Naval Interactions: Cold War Lessons and New Avenues of Approach

The United States and China have a complex, multifaceted, and ambiguous relationship where substantial areas of cooperation coexist with ongoing strategic tensions and suspicions. One manifestation involves disputes and incidents when U.S. and Chinese military forces interact within China’s Exclusive Economic Zone (EEZ). Three high-profile incidents over the last decade have involved aggressive maneuvers by Chinese military and/or paramilitary forces operating in close proximity to deter U.S. surveillance and military survey platforms from conducting their missions. Why do these incidents continue to occur despite mechanisms designed to prevent such dangerous encounters? Could new or different procedures or policies help avoid future incidents?

Deception, Disinformation, and Strategic Communications: How One Interagency Group Made a Major Difference

This study explains how one part-time interagency committee established in the 1980s to counter Soviet disinformation effectively accomplished its mission. Interagency committees are commonly criticized as ineffective, but the Active Measures Working Group is a notable exception. The group successfully established and executed U.S. policy on responding to Soviet disinformation. It exposed some Soviet covert operations and raised the political cost of others by sensitizing foreign and domestic audiences to how they were being duped. The group’s work encouraged allies and made the Soviet Union pay a price for disinformation that reverberated all the way to the top of the Soviet political apparatus. It became the U.S. Government’s body of expertise on disinformation and was highly regarded in both Congress and the executive branch.

Proliferation Security Initiative: Origins and Evolution

On December 9, 2002, the United States and Spanish navies cooperated to interdict a North Korean vessel, the So San, in the Arabian Sea.1 The operation initially appeared to be an unqualified success, a textbook example of interdiction to prevent proliferation of weapons of mass destruction (WMD), related materials, or delivery systems. According to press reports, the United States began tracking the vessel when it first left North Korea, believing that it was carrying a cargo related to Scud ballistic missiles. The So San flew no flag, making it a stateless vessel under international law, subject to interception and boarding by warships on the high seas.2 The United States asked the Spanish navy to stop and search the So San when the ship reached the patrol area of Combined Task Force (CTF) 150, then under Spanish command. The mission of CTF 150 was “to promote maritime security in order to counter terrorist acts and related illegal activities” in the Gulf of Aden, Gulf of Oman, Red Sea, and Indian Ocean.3 Thus, the United States proposed—and Spain agreed—to use a tool developed to combat global terrorism in a counterproliferation mission.

Cross-currents in French Defense and U.S. Interests

France is the only European ally—except for the United Kingdom (UK)—that regards its military capabilities, operational performance, and defense industry as vital levers to exert global influence. While the French believe strongly in their need to preserve “strategic independence,” they see new challenges in the evolving international security environment that will oblige them to accept greater cooperation with others, even in areas once considered too sensitive to discuss. Although some French strategists remain uncomfortable with the notion of closer defense ties with the United States, others ask whether there might be a greater danger ahead: specifically, if Europe’s strength dissipates as America “rebalances” toward the Asia-Pacific region, where does France turn to find capable and willing partners to protect its security interests?

Russia and the Iranian Nuclear Program: Replay or Breakthrough?

Despite protests across Russia sparked by last December’s fraud-filled Duma (parliament) elections, Vladimir Putin is preparing to return to the presidency this May. Will Putin replay his 2004–2008 approach to Iran, during which Russia negotiated the S–300 air defense system contract with Tehran? Or will he continue Russia’s breakthrough in finding common ground with the United States on Iran seen under President Dmitriy Medvedev, who tore up the S–300 contract?
