Instead, they have increasingly focused on contesting American decisionmaking through cognitive warfare, leveraging psychological, informational, and technological domains to erode strategic advantage. Unlike traditional warfare, cognitive warfare shapes how individuals and organizations perceive reality, evaluate choices, and act on information.
